Lawn and garden weed removal and déssouchage

Hi there, I’m looking for someone to perform déssouchage work in my small Irish garden. The goal is to remove stubborn tree stumps and deep-rooted weeds without damaging nearby plants. I have a bordered flower bed and a lawn that I’d like to keep intact. Please provide the best approach (manual removal vs. power tool) and any safety precautions.
