About the Role
A leading infrastructure consultancy is seeking an experienced Consents Manager to lead the strategy, coordination and delivery of statutory and regulatory consents for a major rail infrastructure programme.
You will act as the central point of authority for consent-related matters, ensuring approvals are secured on schedule, compliance requirements are managed effectively and potential programme risks are identified and addressed.
Key Responsibilities
- Develop and maintain an integrated Consents Strategy aligned with programme milestones.
- Lead planning and consent activities under Railway Order or equivalent statutory approval processes.
- Maintain a comprehensive Consents Schedule covering all required permissions and approvals.
- Track and manage consent conditions, commitments and obligations.
- Embed consent requirements into design, environmental assessment, procurement and construction activities.
- Support project teams and contractors with the discharge of planning conditions.
- Develop and manage Memoranda of Understanding (MoUs) with local authorities and statutory bodies.
- Build strong relationships with planning authorities, regulators, statutory consultees and stakeholders.
- Act as the primary interface with consenting authorities.
- Support public and stakeholder engagement activities.
- Coordinate with property and land teams on acquisition, safeguarding and access matters.
- Maintain a Consents Risk Register and develop appropriate mitigation measures.
- Provide regular reporting on consent status, risks and issues to programme leadership.
- Manage external consultants, advisors and specialist technical inputs.
- Support audits and ensure compliance with statutory and programme requirements.
Requirements
- Relevant degree or professional qualification in Planning, Environmental Management, Engineering, Law or a related discipline .
- Significant experience managing statutory consents and approvals on major infrastructure projects.
- Strong understanding of Irish planning and regulatory processes.
- Experience with major rail, transport or infrastructure programmes is highly desirable.
- Excellent stakeholder and authority engagement skills.
- Strong project, programme and risk management capabilities.
- Experience coordinating multidisciplinary teams and external consultants.
- Excellent communication, reporting and organisational skills.
- Ability to manage multiple consent processes and competing deadlines.
- Strong attention to detail and understanding of compliance requirements.
