Hartley People Recruitment in partnership with our client are hiring for a Programme/Project Manager in Dublin 4.
About the Role
The client is a public sector body that funds and oversees capital investment across Ireland’s higher education sector. This role sits within their Capital Programmes Unit.
You will oversee a diverse portfolio of capital projects delivered by Higher Education Institutions and external delivery partners. You will report to the Assistant Principal Officer.
This role does not involve managing construction projects directly. Instead, you will focus on governance, programme oversight, compliance, stakeholder engagement, and making sure projects meet approved funding, regulatory requirements and national policy.
This role suits someone who thinks strategically, builds strong relationships with stakeholders, and delivers projects to a high standard.
Key Responsibilities
- Oversee a portfolio of publicly funded capital projects from approval through to completion.
- Monitor project performance and make sure delivery partners meet agreed objectives, budgets and timelines.
- Deliver projects within established governance frameworks, regulatory requirements and funding parameters.
- Review business cases, project documentation and investment proposals.
- Monitor programme expenditure and financial reporting across a large capital investment portfolio.
- Prepare reports and recommendations for senior management and key stakeholders.
- Build strong working relationships with Higher Education Institutions, consultants, contractors and external vendors.
- Monitor the performance of external vendors and service providers, checking quality and value for money.
- Support continuous improvement of programme management systems, reporting processes and governance procedures.
- Lead and mentor junior members of the Capital Programmes team.
- Work collaboratively across the organisation to deliver strategic capital investment objectives.
Skills & Experience
Level 8 Degree or higher in a relevant discipline with at least 2 years’ relevant experience; or Level 7 Degree in a relevant discipline with at least 3 years’ relevant experience.
- Experience working in capital projects, infrastructure, construction or programme management.
- Strong understanding of governance, compliance and regulatory frameworks.
- Experience overseeing programmes or projects rather than delivering them directly.
- Strong financial and commercial awareness.
- Experience reviewing business cases, budgets and project performance.
- Strong people management or team leadership experience.
- Experience managing external vendors, consultants or contractors.
- Strong stakeholder management skills, with the ability to build relationships across multiple organisations.
Desirable Experience
- Public sector or regulated environment experience.
- Knowledge of procurement legislation and governance frameworks.
- Experience with capital investment programmes.
- PRINCE2, PMP or another recognised project management qualification.
- Strong Excel and reporting skills.
- Experience using Power BI, Microsoft Project or similar reporting tools.
