The Child and Family Agency was established on 1st January 2014 and is responsible for a range of statutory functions including provision of child protection, alternative care, specified regulatory services and a range of family support services. The Agency has commenced a major improvement programme with significant focus on Practice, Culture and Structure.

The Agency currently has responsibility for a budget in excess of €800m and delivers its services through circa 5,000 people in 350 locations across the Country.

About Tusla ICT

Tusla has one of the largest ICT networks in the Public Service with almost 6,000 users in over 400 locations. Tusla are currently developing an ICT strategy and propose to build a team of highly skilled technical professionals that will be tasked with providing the innovation and systems required to support Tusla in delivering its services and achieving its business and strategic objectives.

The ICT team are responsible for delivering the following core expanded functions:

Applications: Implementation of an application solution architecture and software development capability within the ICT unit to develop innovative applications that support the work of Tusla and assist staff in maximising the use of technology to work efficiently and effectively.
Infrastructure: Provision of the resources and capability required to ensure Tusla develops and maintains a technical infrastructure that is secure, highly available and fit for use.
Data: Provision of data management and analytics capabilities that support Tusla in obtaining the data analytics and visualisation required for evidence-based planning, policy development and programme evaluation as well as gaining administration efficiencies by implementing data management best practice across the organisation.

Service Delivery: Delivery of ICT services based on ICT service best practice (ITIL) and establishment of a quality driven service delivery function providing users with the ICT devices, systems and support they require to efficiently perform their role.

Purpose of Role

Overview of the Role: In line with the ICT Strategy, Tusla ICT are recruiting a data team to deliver the data governance, management, and analytics capabilities that provide the data systems, analytics and visualisation required for evidence-based planning, policy development and programme evaluation as well as gaining administration efficiencies by implementing data management best practice across the Agency.

The BI & Analytics Lead will be required to provide technical and organisational leadership, management and advocacy to colleagues and other stakeholders in respect of the Business Intelligence systems and processes.

The BI & Analytics Lead will primarily be responsible for working with the business units to develop Business Intelligence and Reporting requirements across the organisation. The role with involve engagement with stakeholders across and organisation and working with the Data team to develop and deliver data visualisation and reporting systems to improve and aid the decision-making process in Tusla.

Tusla’s Bi and Data Architecture

Tusla deliver a wide range of Child and Family programmes many of which are currently supported by manual administration processes. Tusla are currently a BI platform implementing a platform based on a MS SQL Data Warehouse that will support the core BI and reporting work of the Agency; however, in addition there is a requirement to develop a range of ancillary and related BI reporting systems for both internal and external users.

Job Objectives

Key Duties and Responsibilities

The role requires an experienced BI & Data Analytics Lead with a strong technical background in an ICT environment.

BI Dashboards and Report Deployment

Plan and implement analytics dashboards including data visualisation and mapping solutions.
Develop and deploy Power Bi and SQL Server Reporting Services (SSRS) reports.
Create stored procedures and views in SQL to facilitate effective and optimised report deployments.
Tuning and optimisation of existing reports in SSRS and Power BI for performance.
Integrate elements of and Power BI and GIS solutions into user friendly interactive dashboards.
Automate data flows in Azure Data Factory or SSIS to facilitate effective and up to date reporting.
Automate ETL processes to aggregate and publish data to the Tusla Data Lake

Relationship Management and Collaboration

Works as part of a data and analytics team to facilitate the delivery of Business Intelligence solutions in Tusla
Works as part of the data team to facilitate the delivery of new data driven solutions being developed by Tusla ICT.
Collaborate with teams on multiple projects
Ability to independently manage multiple projects with competing priorities.
Develop and update technical documentation
Preparation of project related documentation, e.g. Project Plan, Risk Register, Issues Log, Project Structure, Requirements analysis
Works in collaboration with the ICT service delivery team as required to support the implementation and integration of ICT systems.

Resource Management

Manage interactions with contractors and staff
Interact with the different ICT teams to deliver data process maps.

Health & Safety

Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards. Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Skills Requirement

Applicants must by the closing date of application have the following:

Have a third level qualification in Computer Science, ICT, data analytics, or a related discipline.
Have a minimum of 2 years’ experience in a Report Development role, including practical use of analytics methodologies, statistics, reporting and data visualisation, PowerBI, MS Fabric.
Experience with Microsoft SQL Server, MS PowerBI and/or MS Fabric/Azure Data Services.
Proficient and experienced in scripting T-SQL and Data Analysis Expressions (DAX).
Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
